OOTP10 is supposed to have an improved AI player evaluation capability. We will see. Even if it does, the AI will still be fairly stupid, because AI has always been stupid and will be stupid for many years to come. One of the tricks for getting around that is trial-and-error. So you see a lot more churn in AI managed organizations. Also more platooning in the lineups than you'd see IRL. As the other poster pointed out, it's a good idea not to get hung up by a single snapshot view of a AI roster. Focus more on what happens over the course of a season. Given enough time, the AI manages to get things sorted out pretty well, considering.
