This issue has been around since 2006 and I still find it in OOTPX. When looking at players, in this instance the Rule 5 draft, players are shown with different ratings depending on the screen you're on. In the attached image, Jason Brown is shown as 79 ovr/79 pot on the main draft screen (top part) and 79/79 once you click on him (second part) but once you go to the scouting reports, he is shown as 20/20 and the written scouting report says that he's no good.

This particular screen cap was taken with a league that was imported from v9.
