Check out the thread "Historical replay accuracy" in the OOTP 10 General Discussion section, specifically post #148 by Garlon. He has some very good suggestions for how to combat this and got some very positive results in a sim he did, which he details in that post and later in the thread. The neutralized database should help, but check out that post as I am a n00b and I might mislead you.
