He said he has the ghost setting turned on. Setting option reads "Allow incomplete minor league rosters (ghost players)" ... Having 0 or 4 players on a 25 man roster should not be an issue (but it is, thus his post). This issue is fairly easy to reproduce. Make a 1920s league, add minor leagues, and many AI teams will not fill their minor league rosters, thus making the season unplayable (less you edit the AI rosters).
