Game>Game Setup>League Setup>Functions>
Roster Functions>Release All Players/Clear Rosters
Go to Free Agents, delete all Free Agents
(but that option won't appear unless you are in commissioner mode)
Manager>Options>Check the commissioner box
If you have multiple leagues, make sure other league's free agents aren't available to the league you are deleting -- or you will delete those as well.
