This seems a bit weird, but I have no experience with Promotion Regulation leagues, even as a fan: 9 times, a team got promoted and won the Pennant within 2 years. 3 teams even did this the very next year.

I have found both these things with promotion/relegation leagues too. Am still trying to find a way to combat it.
