Then my recommendation is that you see if replacing the OOTP application with a fresh copy solves your problem. This is not difficult to do. You need to download the game again, and install it to a different location on your hard drive. Then drag just the OOTP application from there to your original OOTP folder.

If that doesn't work, or you don't feel comfortable trying to do that, then the only other thing I can think to do, is to contact PISD Paul, and see if he is knows the best way to get your licensing situation back to what it should be. At this point, I'm not inclined to think it's a bug per se, but something that has gone haywire in your specific installations.
