Another possibility:
There is a hidden License-related file that is also stored on your computer. I do not know exactly what this is, but my guess is that this is the game checks more routinely when you launch the game. Perhaps your OOTP application has lost track of where that license is located. If you have moved OOTP files/folders around, that might be related.
