I have just encountered this bug as well. It is specific to one game file. Others still access available personnel. Additionally, it only started happening as of my 7th season in 2016, in the offseason. I am running Vista 64-bit.

Version: 10.2.16
PC/MAC: PC
What were you doing? I was trying to access the "Available Personnel" tab from the transaction page. I also attempted to use the staff search. Both produced the same result.
What happened? The game crashed to the desktop without an error message.
Reproducible? Yes
Problem occurs with other leagues? Yes, not with other saved teams/games however.
