OK, here's what I did.
First, see the log jam that had been created - open the zip file below and see how every team was over budget and, curiously, every team was stuck with exactly the same budget.
All I did was add $50,000 to everyone's budget. Things began to flow normally again, trades were made, and budgets fluctuated up and down but remained substantial enough to allow teams to make moves normally.
I'm still simming as I type this, as I am trying to see whether budgets move up over time, commensurate with salaries. My league moves slow, but preliminary results show that budgets are indeed generally increasing from one year to the next.
It looks like I have saved my league (I need to do the same budget editing job in my real league) and that Gambo's financials.txt file will be fine for my purposes. It may be that if I had had Gambo's file in place when I started my league that my budgets would have started off on the right foot and none of this would have happened.
