As for the draft, I just checked my other league which uses feeder leagues, and it looks spot on. Can you check that you put the proper age limits in the admin set up screen? Remember that you should put the age to be one more than what is in game (so if the HS age limit is 18 in OOTP, put 19 in OOTPOU).

As for extra players, by moving that date up won't I lose the 18 year's olds who are in the draft?
