PLEASE NOTE! There are steps to upgrade properly so you don't get a whole assortment of bogus pitch rating/talent changes:
1. Before your next sim, unzip OOTPOUPatch.zip in the cgi-bin directory.
2. Go to OOTPOU/development and delete the file prevRatings.txt
3. Run the Development utility. This will regenerate prevRatings.txt but not display any new development
4. Now you're good to go. Run your sim as you normally would.

Okay, dumb question. I can only view 2000 files at a time and the prevRatings.txt file doesn't show up. I know it's there, because I can go directly to the link and see the text file. How can I get around this?
