You can have any part of the league Human or AI controlled, so you are able to do what you wish with 3 human managers and the rest AI.

To set them up, you would need to enable online mode in the game options and then you will have in the main menu the ability to add new GMs and assign them to teams at the time of their addition.

The online league section in the manual should be able to point you the right direction in that process.
