Uh, but that's exactly how it works in the real world. If the player is on the 40-man roster but not on the 25-man active roster at the start of the regular season, then he's on optional assignment, and if he's on optional assignment that means he's using an option. (The only way it isn't an option in MLB is if the player spends less than 20 days in the minors during the entire regular season, in which case an option isn't charged. In OOTP, even one day in the minors results in an option being charged.)
The change in OOTP was made to close the loophole its previous implementation had created.
