There should be no hard maximum salary you can dump in trade. IRL Teams constantly subsidize salary dumps with cash, but in OOTP the AI says the player is still vastly overpaid. The AI needs to reduce its implied cost for that player by 2 options
1. cash included in the trade
and
2. overpayed players of their own included in the trade
