Loopy decisions get made in baseball all the time, so an occasionally loopy AI is quite realistic. Now, if the AI was perfect and didn't do something randomly loopy in OOTP, that would be unrealistic. Even Earl Weaver did loopy stuff on occasion.
I think that's actually what's difficult about creating realistic AI.
