Occaisionally highest rested allows the rotation to be strict order unless there are off days (like the all-star break or the break before the playoffs) in which case the highest rested starter will go.

Strict means they will start in order.

Highest rested means just that. I've had a pitcher get bombed and not get out of the first inning and then pitch the next day because he was rested.
