This is why, as I mentioned in my response to Dark Horse's suggestion list, that high schools should probably just appear in a database, and maybe small colleges and JUCOs, too. It would be okay if all the feeder league games were being simulated in the background. The rest of the players could just be "ghost players" that would never show up in the draft pool. Otherwise, you're probably right that anything less than 9 or 10 would be impossible, or at least impractical.
