I'll probably get in trouble for saying this, but my feeling is that the problem lies with pisd.
OotPDevelopments switched from their previous Mac licensing handler because pisd claimed to be capable of dealing with both Mac and Linux licenses, with PC licenses hopefully to be added sometime in the future. This opened the game up to a new platform (Linux) and also allowed purchasers with both Mac and Linux (and eventually any) machine to to cross-license without having to pay twice.
It sounds like it should have been a good deal, but at least for me it isn't working out. I don't remember having these problems back when eSellerate handled the Mac license, but they're chronic now. And pisd isn't as easy to deal with when problems develop… as they so frequently do these days.
(Notice that I didn't even bring up the whole pay-pisd-through-PayPal thing, since that actually wasn't a problem for me.)
