I'm having this same issue with OOTPX and Win 7. The only anti-virus I have installed is Windows Security Essentials. I'll try adding OOTP as an exception.
When I first installed OOTPX on a fresh installation of Win 7, I had to do the various tricks with DEP/runservice.exe and eventually got Windows to tell me I was missing a needed .DLL. I tracked it down, added it to the windows/system folder and OOTPX worked!
Then last night it suddenly wasn't working again. Same error code (0xc0000005) as noted above in this thread. Haven't a clue.
I'll try modifying some of the security features with Win 7 tonight, but it's odd that I got it working and then it stopped.
