I think our league is having a similar problem. We have a Japanese International league that is set up to intentionally have larger contracts for their players so that when they become Free Agents they are generally expensive to sign away from Japan. Our main league is set to Enabled for "Allow Free Agents from other Leagues". The Japanese league has this unchecked. The idea is that we can potentially sign players away from Japan for relatively large contracts but Japan cannot sign anyone away from us.
This offseason though suddenly Japanese teams seem to be able to bid on our free agents and thanks to their pumped up financials they are signing away our players at contracts that our teams could never afford. With the exception of one isolated incident about 5 seasons back I don't recall a Japanese team ever signing someone away from our main league that was not originally in Japan and now it has happened at least 5 times in the first 2 weeks of free agency so something has changed.
I have double-checked that these checkboxes are set as expected in the league setup rules and they are. Was something changed here? Is there anything I can do to make this function the way it is supposed to again? Or am I going to have to take some drastic financial or other measures to try to stop this from happening?
Edit: I will add that our league is patched up to the latest 10.4.31 patch.
