In game setup / league setup / rules / change the number of players fron 25 to 15. Changing to 18 in 1877, 20 in 1884, 25 in 1896 works well for me but you can have fewer if you wish.

If you use minors then fill the minor leagues with fictional players also in setup. Or turn on ghost players.
