Honestly, I think the only thing happening here is the VP of umpiring thinking about updating the guideline being given to umpires.

MLB has reviewed issues about hitter timeouts and coach mound visits not so long ago, with some new measures still to be implemented.

Now the VP of umpiring just realized that they missed the player mound visits. Surely he can't do anything now, but it's reasonable for him to send out signals showing how serious the league is about picking up the pace of the game.
