Exactly. It's an extended version of the time-out called by the opposing team during a field goal attempt. Disrupt the rhythm, psyche out the hitter, ideally. In principle, I agree that the rules should not be changed, but even in the example I cited, you can't call two in a row.
I wouldn't want a limit imposed, but just like the strike zone, there needs to be a 'tolerance' zone that is impacted by the umpire and after the third or fouth visit in an inning, I'd expect to see the umpire follow the catcher out to the mound to make sure it was as brief as possible. Enforcement of behavior is learned, not legislated.
