Never. This is a real failing of the AI. When out of contention, they will rarely look to move serviceable or star players in the final year of their contract.
It's slightly better now that free agent and draft pick compensation works properly (and well), but the AI does not seem to realize--unlike real-life GMs--that they can get more value for a player by trading him rather than waiting and collecting the draft pick(s).
