I believe that this is the OOTP Rule 5 Draft system:

A player not on a team's secondary roster is eligible for the Rule 5 draft if:

The player was age 18 or younger when he first signed a contract and this is the fourth Rule 5 draft since he signed (usually then age 22+);OR
If he was age 19 or older when he first signed a contract and this is the third Rule 5 draft since he signed (ussally then age 22+ as well).

However, I notice that some players who are undrafted as amateurs then unsigned for a few years are immediately eligible for the Rule 5 Draft. Is this a glitch or are they considered to have been playing in some independent league, with this time counting towards their Rule 5 Draft eligibility?
