If you offer a player a contract extension at that stage, you are really pressing your luck at running out of time. There are times when a player won't decide on your offer until free agency hits and then he is available to everyone.

If you choose to not offer him arbitration, then he will instantly become a free agent on that day instead, which cuts your time shorter for him to decide (not a good thing).

You are likely best off to offer him the arbitration and hope he accepts your deal before it. Chances are he will decline arbitration however, but you have bought yourself a few more days for him to decide just in case.
