I removed all contents of the old league directory and replaced it with the new file. When trying to import the updates, I now get a "Could not open a connection to the FTP server" message. However, this is not occurring for anyone else in the league. I believe the others are running Windows. When I had an up-to-date file, exporting was not working either.

I do not have another online league to test this with. Please let me know if there is any additional information you need.
First, I would try opening the config files (from the OOTP preferences page....and then with equivilent of Wordpad) and see if the FTP_passive mode is set to 1....(if it isn't then change it and save).
If it is already set to 1...try changing to 0 (and save).

Another thing to try is different passive mode settings with your Firewall
disabled.
If no joy, then I would try to get the previous full file (10.4.31) and do a full uninstall/install (all the 10.4.X are compatible) as this was your last working file.
10.4.36 was only released to cure the FTP problems that were happening.
If you weren't having any then there was no need to update.
(although it seems a bit of a coincidence that your Commish has changed the settings and then you are having issues).

See how you go after all this.
