Or try unistall/install of the full version (10.4.36).
Before install remove/delete the config files to allow new ones to be written.

Tried setting the ftp_passive flag both ways, no luck. Tried a full reinstall, regenerating config files -- made my install look a bit cleaner, but still no luck. No real idea where to go from here.
