I can give you a simplistic answer, which is: the AI looks at the "projected budget room" number on the left hand side of the financials page. As with many aspects of OOTP, there are additions, subtractions and exceptions which can come into play (especially based on the time of year), so if you think there is something wrong with a specific transaction, post info about that transactions (including screen shots, if necessary).
