I haven't seen this for fictional leagues, myself. Pinch hitting has lower averages than regular hitting but it's not as extreme as what's noted. I do play out every single game and do pay a lot of attention to stats over ratings, so that probably finds guys with the clutch advantage.
I'm not sure what y'all are experiencing with fictional leagues. With non-fictional ones, much of the issue comes from facing better than average pitching, which is in turn already baked into the PH's stats. I'm not sure what can be done about that.
