Well, it used to be the case that for the postseason in MLB umpires were simply rotated, meaning that eventually any senior umpire could get a chance to umpire a playoff game. In other words, there was no accounting for actual ability, only seniority (not sure if this is still the case).
In the NFL and NHL, the officials are constantly graded throughout the season by the heads of officiating for the respective league. At the end of the regular season, those officals who had the highest grades based on their regular season performances were given the chance to officiate postseason games. In other words, the officials were chosen on the basis of their abilities (at least that is my understanding of how it works).
