IRL, if a manager puts the steal sign on (as opposed to giving a guy a green light), he had better take off at the pitch or he'll be in pretty big trouble. If there are a lot of throws over to first, a manager could take the steal sign off, but if he doesn't, the runner will attempt to steal.
