It is my impression that anytime anyone other than a 30 SB guy takes off, it is because his manager specifically signalled him to do so. In other words, most baserunners won't just get a "green light"; they have to be signalled to run. It's hard to tell, not being privy to the actual signs in-game, but that's how it seems to me.
