What you can do relatively quickly is in a text editor use the "Replace All" function a few times consecutively. Replace ",17," with ",XX," so Montreal/Washington is temporarily given a placeholder. Then replace ",18," with ",17," to move NYN up one, then replace ",19," with ",18," to move PHI up one, then finally replace ",XX," with ",19," to move MON/WSH to its final spot.
