Fictional league draft and release problem?

I searched around and couldn't find this problem described. Sorry if it has.

I've been running tests with a fictional league, trying to get the numbers to my taste, and I reviewed the most recent amateur draft. I discovered, to my dismay, that every team, every round (16 teams, 7 rounds) made their draft choice, then turned around and released the player the same day.

Anybody else have this problem crop up?

What kind of setup do you have? Is there a place for the team to put the new players (like a Rookie League)? Maybe there's no room left in the minors for the new players, and they're not as good as the ones that are already there.

Good point. I use just AAA and AA for simplicity sake. I'll need to check on this when I get home.

I should have run a search before posting my own similar problem. I'm seeing this behavior in the 2 winter leagues in my OOTP universe. The main league and the 2 international leagues don't exhibit the problem. I've tried a variety of methods to combat it, including playing with different roster limitations (or no limit at all), but nothing seems to work.

A lack of space on rosters appeared to be the problem, at least in my case. I ran a new test league with all levels of minors, and the problem went away.
