quality_total field for nations from CSV & SQL dumps

I'm wondering where the quality_total field comes from for nations in the CSV and SQL dumps that can be generated. For instance, the total_quality for Argentina is 90 and for Canada it is 500. The respective values for baseball_quality in each country is 3 and 5. The total_quality field does not appear directly in the records for each nation that I can tell. Instead, it appears to be calculated based on some type of mapping (0=0, 1=1, 2=2, 3=9, 4=120, 5=500). Is my assumption correct? What does this total mean?

Yes, it's based on some kind of mapping, using the baseball_quality value and some other internal values.
