Quick Scouts per Day?

Maybe someone using scouting can check this out. I'm finding that on occasion I don't have a scout available for quick-scouting, even though he's not done any quick-scouting recently. In the attached pic, Rigge is not shown available, yet he provided no services for at least two days prior to this screenie.

The Game Guide indicates a scout can QS 5 players per day, but I have found (as also pictured) that up to 8 can be obtained in a given day. Is there a hard and fast rule here? Regardless of the number allowed, is it actually per day or week then? These unavailable scouts have made me doubt both my recollections and the manual/game guide's definitions.

If someone'd watch this a bit during their next few days of league play, I'd appreciate it. Thanks in advance.

First, the day you assign a scout to (for example) scout or quickscout a team or organization, he will be unavailable to quickscout players. I assume he's too busy organizing his notes for the more important job you just handed him to make those phone calls for you. That might also apply to assigning him to scouting a player, league or draft class — I haven't been observant enough to confirm that. The next day he will again be available for quickscouting players, even though he's continuing his 'more important' assignment. I'm not sure if by 'he provided no services for at least two days prior' you meant no services at all (in which case I've been of no help at all, at all) or if you meant no quickscout services, in which case I hope that's cleared up for you now.

Next, an 'average' scout may quickscout five players a day, but the better the scout is the more quickscouts he can generate. The definition of an elite scout may vary from universe to universe. In my Oriental universe all of my team's scouts can generate eight, and the best of them isn't as good as the worst on my Federal League team, where three generate eight and three only seven.

Finally, the number of quickscouts absolutely is per day, not per week.
