Scouting players and Stars

I had my scout scout my team and he came back with the big list of his results. He said my top prospect was a MR with a 4.5 star potential. However, when I look at his player card it shows a 1-star potential. I even re-selected from the drop-down the report my scout gave on 01/06/07

Make sure you read the email carefully, I believe it says that is "relative" to his current league. I'd have to double check when I come across that situation again.

I think I know what he is talking about. I believe it is about the stars relative to what league. For example, I just started my manager career and managing AA ball. These players all have 1 star (compared to major league). However, if I use the scout on my team, I get ratings relative to the AA league, and get more diverse results (star ratings compared to league). This is currently only available in the "scout reports" > "Current rating relative to".

I did a search and found this was discussed for OOTP 2006, not sure what happened to it at the end:

Since I am managing a non-major league team, it is best not to be comparing to the major league level in the "line up" page. Everyone having 1 star is totally meaningless. A fix would be helpful for minor league management purposes.

I get it now. The "relative" thing. I wish though that the stars on my roster would be their "relative" current and potential ratings rather than their normal ratings. It doesn't make a ton of sense to me as a Rookie League manager to see that all my players have one star.
