Possible finance bug: Fictional AI owner refusing legit contract offer

Type of issue: Finance calculations or finance logic related to a free agent contract offer.
Game version: v2007, latest 2.0.2 patch.
Type of league: 28 team online league, all human owners.
Issue: AI will not allow a legitimate free agent contract offer to be submitted.
Frequency of issue: We have experienced about 2 dozen similar problems with contract extensions and free agent offers in one season on online play - those are just the reported issues.
Bug already posted?: It could be that variations of this same root issue have been posted in the various bug reports related to 'available contract money'.

Image E: Contract offer screen after bumping up offer by 2 million. the owner does not approve the deal even though the team in question has over 42 million available for contracts.

I see that Projected budget room might be pretty low, but I see no reason why this team would have a low budget unless the "No, Entire revenue available" league finance setting does not work. Is there a bunch of other team finance info that impacts this logic - if so this info needs to be displayed on the finance screen or users will pull their hair out

During exactly what time of the season is this happening? Pre-season? Off-season?

Game date is January 25th and similar bugs were reported in early January. There are similar 'available money' bugs post-World Series and during the season so I'm not sure this is a seasonal bug like the player contracts screen that displays the old season until around March.

I'm not sure what is causing this or what other issues it might be related to, so to be safe could I ask you to zip up a copy of your .dat files, FTP it to us, and let us know the filename per the link below? Thanks.
