OOTP9 Not Starting, Tried Everything

Downloaded the new OOTP a few hours ago and have not been able to get it to start. I've read up on all the common issues and searched the forum and still haven't been able to resolve the problem.

I've tried:
1. Uninstalling, deleting AppData, reinstalling, restarting PC...didn't work
2. I have taken multiple steps with my AVG Resident Shield, including setting the OOTP executable folder as an exception, and setting :C\Windows\ as an exception...didn't work.
3. Added the OOTP executable to my windows Data Execution Prevention exception list...didn't work.
4. And, yes, I have run the program as administrator.

These are my specs:
Windows Vista Home Premium 64-bit
AMD Athlon 64 X2 Dual Core Processor 6000+
4.00 GB RAM

Could it be my 64-bit OS? I noticed that the system requirements say XP or Vista, but make no mention of 32-bit versus 64-bit.

Any help would be appreciated, thanks.

From what I've read, you're going to have to uninstall AVG. I suggest Avast.

i have the same problem...have to disable resident shield and it will start up. Better suggestion is probably just to switch to Avast.

I just uninstalled AVG and am still getting the same results...nothing. I'm at my wits ends. All this for a game

What exactly is happening when you try and run the game? (I assume you successfully installed and licenced the game)

Absolutely nothing happens. No errors messages or anything, the program just does nothing. Yes I successfully installed, but haven't licensed it. I assumed I would be able to license it when the program opened, but obviously haven't gotten that far.

Same thing with me.

It says unlicense in the start menu. But thats it.

Do you have multiple users setup on the computer? When you run the game, do you use the admin account or a regular user account?

That's not your problem. I've done my entire beta testing on an Vista 64 Bit machine, and I now also have SP 1 on it.

Dumb question, have you tried rebooting?

Even tho your signed in as admin, right click on the OOTP Icon and select Run as Admin. Let me know if that works.

If it doesn't, do you have AIM? I would like to try walking you through a few things.

Thank you, that narrows it down at least. And yes I've rebooted multiple times to no avail. I'm at a loss, really...

And right clicking on the icon and selecting run as administrator didn't work??

No, sorry, I've been doing that since the beginning too. I wish I could get down to the bottom of this, but I'm on my way out the door. Maybe I'll get it figured out tomorrow.

same problem, no workie....I'm running XP SP2....
I can't set it to play as administrator, as It asks for a password, and I've never set up any passwords

Try this:

Go to Control Panel>Admin Tools>Services and check if "LicCtrl Service" is enabled.
