Can you try going in and deleting your OOTP 9 folder found within the Application Data folder?

You mean when uninstalling and reinstalling? Yes I do that when I get this error, but I wish I could salvage the saved game instead of starting from scratch each time.

This issue was claimed fixed for the upcoming patch. If you still have trouble with this matter after patching, please post a link to this thread along with a detailed explanation of what happened and we will re-open this report. Thanks.
