Bug, or error in the Manual?

When I set a backup player to "use if starter tired" the manual says that this does not kick in until the starter is at a fatigue of 70% or less. However, it actually kicks in whenever the starter is anything less than 100% (95%, for example). How is it supposed to work? Is the manual wrong?

I notice that it works differently for pitchers, when using the "highest rested starter" option. A starter is apparently considered rested when his fatigue is anywhere in the green.

Presumably, it is working as intended. My starters are being rested when below 100% as well. I'll link to this thread in the manual one.
