BUG: No Fielder ratings for some players

I had reported this in last years beta and it appeared to be fixed, but I see that it is back in OOTP 9 again...

I am noticing a few players here and there that have no positional ratings showing up. For instance, a player may be listed as a 2B, and might have a 78 rating at 2B, a 45 rating at SS and a 38 rating at 1B. The ones missing the ratings have nothing listed at all for positional ratings.

Are their component defensive ratings too low for them to get an overall rating at a position? If an older player, for instance, drops in IF Arm rating then he'll eventually be unable to play 3B, SS, then later 2B.
