OOTP 9 says the game is currently unavailable...HELP

Pretty frustated here. I have purchased OOTP 9 through STeam. Its in my list of installed games and downloaded at 100%. When i double click to play it gives me a steam error......"This game is currently unavailable. Please try again later". Ive tried again and again later....its been two days now. Can anyone HELP!!!! I am running windows vista 8500 GT VC, 2G of RAM 500GB HD

If the error is a Steam error (presumably to verify your purchase?), then I believe that you might best be served to contact them about it. Their affiliation with OOTP is relatively new, so unfortunately I personally don't have any contact info.
