AI team does not have full roster

About 3 weeks into a historical league season an AI team somehow no longer has a full squad. Only 8 players. I made sure all AI teams can make roster changes. I also allowed ghost players. I cant move forward in the season because of the illegal roster. I guess I can act as commish and update the roster myself but this shouldnt be an issue. Is there something Ive missed?

ok. I had to create more free agents. my mistake. problem solved.
