Turning off Scouts and Changing Ratings

The league I'm in, and on the gov. board, is considering turning off scouting and possibly changing the ratings scale from 1-20 Rat. 1-10 Talent, to something like 1-10 Rat. 1-5 Talent with stars instead of overall. We are in our fourth season and I am curious what you all think these changes will have on the game (ratings balance without scout finds/financial adjustments/whatever) and to see if any of you have experience with changing these things mid stream.

No experience here, but changing the ratings scale should have absolutely no effect whatsoever on the way the game actually plays.

Whether you have the game showing 1-20, 1-10, 1-5 or 1-100 will not matter in the least. The game tracks everybody on a 1-250 scale behind the scenes, the ratings and talents that you see are just approximations of their 1-250 'real' ratings.

As for not having scouts find new players internationally disrupting the balance of the overall ratings in a league... I have absolutely no idea. I don't play with scouts.

How often does a team in your league find a player that would otherwise not be in the amateur draft?

Purely an estimate but I would say about 6-10 per team per year (36 teams) and of those about 2-5 are ML ready and in some cases very high actual ratings.
