I think I agree with goo. If teams are letting all-star caliber players get into June without signing, then that is their own fault. Sounds like you just have a group of tentative players. Do they know you can offer below the demand price?
Although the point made about OOTP allowing multi-year lowball contracts without incentives is probably valid. Seems like it should not do that.
