Equalize Cities?
Is there a way to equalize cities at the start of the game so that there are no big/small market teams with basically the same budget. Also, how does the salary cap work in the game? What I mean by that is what is a good salary cap to set and what contract averages are good? Would a $100,000,000 cap with the default average player salaries be okay or would there be a lot of trouble signing players?

We have used a $100 million salary cap in our league for 15 seasons, starting with OOTP5 thru OOTP8. I'm not sure that it has hurt or helped us, but no one has had trouble signing players. Of course, we're mostly humans, so it doesn't operate the same way as if the AI were running everything.
