Non-financial Free Agency Question

If two teams in an online league that does not use finances claim the same player, what happens?

Does he go to the team with the worse record?

Does he go to the team with the earliest export time?

Something else?

Personally I'd go worst record, unless there is a 'play' delay in the export times. (ie one missed an export time for the league) If you're doing daily uploads, and they both arrived at the same day, I'd got worst record.
